Birmingham City Council has appointed Mark Rogers as its new Chief Executive. Mark is the current Chief Executive of neighbouring Solihull Metropolitan Borough Council.
He joined Solihull in 2006 as Director of Children’s Services and was appointed Chief Executive a year later, whilst retaining his children’s role until 2009.
Sir Albert Bore, Leader of Birmingham City Council, said: “I am very pleased to welcome Mark as Chief Executive from the beginning of March next year, as Stephen Hughes retires at the end of February, providing continuity at such a critical time for the city council.
“I found Mark full of ideas. He has had demonstrable achievements across his career in local government, and has a successful track record of building effective relationships with key stakeholders and partners. He is a reflective and innovative individual who will support me and my Cabinet team to drive the city forward.”
He added that Mark’s background as a former Director of Children’s Services would be of considerable value in steering real improvement in the safeguarding of children in Birmingham.
Mark Rogers said: “I am delighted to be joining the council that has put fairness, prosperity and democracy at the heart of its purpose. I am looking forward to making my contribution to the big challenges – reducing inequality and tackling poverty; bringing in more investment and creating new jobs; and ensuring that the people of Birmingham have a say in their future and how the city council spends its diminishing resources.
“I will draw on my successes in Solihull where, for example, the elected members and I have worked together to forge strong partnerships – with communities and across the public, private and third sectors – to make the borough one of the best places to live in Britain. I will also bring my experiences of working successfully in children’s services to ensure that Birmingham is one of the best places for children and young people to grow up and be safe and successful.
“Being appointed as Chief Executive and Director of Economy for this fabulous city is an amazing – and daunting – honour. I will do my very best to make a positive difference to the lives of its citizens, working with anyone and everyone who can ensure that Birmingham is a place where people want to live, learn, work, play and invest.”

Mark Rogers has been offered the post of Chief Executive, and verbally accepted, but the appointment has to go to the full meeting of Birmingham City Council on 7 January 2014 to be confirmed.
He began his career as a volunteer in a residential special school in 1983 and in 1985 moved into his first teaching role, having qualified at Leeds to teach pupils with Special Educational Needs. He subsequently worked in special schools in the Midlands and North West, becoming a head teacher in 1994.
In 2001, Mark was seconded to be the Head of Specialist Services in Tameside, working on the authority’s first inclusion strategy. Having quickly developed an appetite for local government, Mark was appointed as Assistant Director, Inclusive Communities – Children & Young People, for Stockport Council in 2003 where, in due course, he was given oversight of the council’s ‘Every Child Matters – Change for Children’ transformation programme. He is currently president of the Society of Local Authority Chief Executives.
